James Dominic “Dom” Monahan

» Practice Concentration & Experience

Dom specializes in Mass Media law. The primary focus of his practice is broadcasting, including transactional, regulatory work, commercial, corporate, and programming and advertising issues. In addition, he has been involved in a wide range of matters relating to his media practice, including copyright infringement, trademark, and First Amendment issues. He has represented clients before the Federal Communications Commission and in various courts.

After a tour in the U.S. Air Force (Captain, USAF Reserve), Dom attended law school in Washington, D.C. He then served as law clerk to U.S. District Court Judge Charles J. McLaughlin before joining the firm of Dow Lohnes and Albertson. He was a partner in that firm until 1993 when he returned to Oregon and joined Luvaas Cobb.

» Professional Affiliations

Dom is admitted to practice in the District of Columbia and Oregon. He is a member of the D.C. and Oregon state bar associations, the Federal Communications Bar Association, and the Lane County Bar Association. He has served as the general counsel for the Oregon Association of Broadcasters since 1996.

» Education

Dom earned his undergraduate degree in economics, cum laude, from the University of Portland in 1961, and his law degree from the Georgetown Law Center in 1968. He clerked for Judge Charles J. McLaughlin on the U.S. District Court for the District of Columbia.

» Publications and Presentations

Since 1997 Dom has written the Q and A with Dominic column for the Oregon Association of Broadcasters' weekly newsletter. He also was a contributing editor to the 1984 edition of the NAB Legal Guide to Broadcast Law and Regulation (1984 edition). He is a regular speaker at numerous state and national conferences and legal seminars on broadcasting and related issues, including political advertising, media access to public records and other First Amendment issues.
